Trooper Union files a complaint against Palin Wednesday

The GOP candidate for vice president, Gov. Sarah Palin, may be facing yet another ethics investigation back in her home state of Alaska. An ethics complaint obtained by NBC News was filed Wednesday by the police officers union in Alaska, requesting a probe into possible wrongdoing by the governor or her office. It was brought on behalf of state trooper Mike Wooten, an ex-brother-in-law of Palin who is at the center of the "Troopergate" scandal.

The complaint alleges that the governor or her staff may have have improperly disclosed information from Wooten's personnel records. The complaint alleges "criminal penalties may apply."

John Cyr, director of the union that filed the complaint, told NBC News, "It seems obvious to us somebody has improperly accessed [Wooten's] personnel file."

The McCain/Palin campaign Thursday launched a spirited defense when contacted by NBC News. They say the personnel files were not protected; a campaign source says Wooten himself had previously signed a waiver allowing a divorce lawyer to obtain his personnel records. The campaign then sent a copy of that waiver to NBC News, which reads "I hereby waive any privilege I may have to said information to said attorneys."

Because of my health issues, I've filled out a ton of freakin' "waivers" in Alaska for personnel (and personal) records. Any legal waiver specifically lists the person or persons they apply to and NO ONE ELSE can use such a waiver to access or use private information if they are not listed.

Sooooo...the divorce attorney cannot allow someone else not listed to access the information on his/her waiver. If they do, they can also be prosecuted.

Oooops...

The issue concerns disclosures about Wooten's records made by a Palin aide - Frank Bailey - in a February 2008 phone conversation. The police officers' union complaint claims the transcript of that conversation clearly indicates there was improper access to Wooten's records.

The McCain/Palin campaign, in a response to NBC News, provided a family twist to the story, saying the governor's husband - Todd Palin - was the source of that information to Bailey. They say the information came from divorce proceedings, and that Gov. Palin never improperly accessed any records.

As is typical of "pageant pit bull" Palin, she just threw a) the divorce attorney and b) her husband under the bus.

Ooops...

Taylor Griffiths, a spokesman for McCain, said "When you're a real reformer like Sarah Palin, who isn't afraid to take on entrenched political interests, scurrilous attacks and empty allegations come with the territory."

What's scary is she's got to be loving how much easier it is to lie and strike-out at your "enemies" when you have an entire presidential campaign to do it for you.

Hope she doesn't get used to it.

Alaskan loyalty...and fear of retribution: Why Palin stories didn't break before the nomination -- my Firedoglake post

It was clear that Editor and Publisher was peeved at the Alaska media for sitting on a story for weeks, even months...the pregnancy of Bristol Palin. I can understand why a reporter from a large media outlet in a populous city would be baffled by all of the secrecy. Understand that NO ONE was saying ANYTHING on the record and the blogs (and the Anchorage Daily News) had to make due with emails and on-line comments. Also understand that there is a reason no one was saying anything and one must appreciate living in Alaska to get the full picture.

I like to explain the State of Alaska as a small town (600,000 +) broken up by great distances into many VERY small towns. Alaskans will snicker if someone from the "lower-48" assumes we know their second cousin thrice removed on their mother's side just because he happens to live up here. However, we're also quite accustomed to running into our politicians and other "celebrities" in line at the grocery store, coming out of a movie theater, dip-netting for salmon on the Kenai River, etc... Folks from other parts of the country don't understand our nonchalant familiarity as was evident by the chuckle I had with progressive radio talk-show host, Cary Carrigan, when I was reporting on his show from the Democratic Convention. He recounted a phone call that he received from an Obama campaign worker (probably an intern) who was "excited" to tell Cary that he could "get him some media time" with former two-term Democratic Governor, Tony Knowles. I later was able to laugh about it with Governor Knowles, who was at my breakfast table.

So on one hand, Alaskans feel a connection to their politicians because those politicians are more available to their constituents. This breeds loyalty. The next reason for silence and secrecy, however, is not filled with "lollipops and rainbows." As a matter-of-fact, it has people fearing for their jobs and believe it or not, their lives.

Friday, July 11th, the highly-respected Walt Monegan was fired as the Commissioner of Public Safety for undisclosed reasons by a Palin underling, not by the Governor herself. Many of us who had been at least guarded supporters of Palin on some issues were perplexed and outraged. Walt Monegan seemed to be working towards actual solutions to serious problems with more than just a band aid. Plus, there were indications from the very first press event that the new appointee, Chuck Kopp, could end up being a disaster. (He was...he lasted 10 days.) It was around that time that many of us were starting to write highly critical articles of the Governor that her spokesperson, Sharon Leighow, started "selectively" handing out press releases. One day, while a number of us were waiting by our email accounts for the Governor's statement regarding Chuck Kopp, I got a phone call from a friend at progressive radio, declaring "Dan Fagan (conservative talk-show host) is reading the statement on the air NOW!"

The Governor's spokesperson, Sharon Leighow, was Dan Fagan's radio partner on his talk show before she worked for Palin.

So, as you can see, Sarah Palin and her spokesperson do the George W. Bush (and now John McCain) practice of punishing those they don't like and rewarding those they do. As a result, Alaska MSM...a business that depends on getting timely information...has been putty in her hands.

The media manipulation is just a small demonstration of how she does business in Alaska. The Monegan firing and then ensuing information regarding the attempt to get her ex-brother-in-law fired is only the most recent example of what she does when she perceives that someone has "crossed her." She also has a history of exactly the same behavior.

When she was Mayor of Wasilla, she fired the police chief, Irl Stambaugh saying that he "intimidated her." Palin also wanted to ban some books from the library and when library director Mary Ellen Emmons fought her on it, she fired her as well. Her explanation:

“I do not feel I have your full support in my efforts to govern the city of Wasilla. Therefore I intend to terminate your employment …” (The Anchorage Daily News, via nexis)

Ultimately, Palin let the library director have her job back; though Stambaugh’s position was not returned. The police chief took the matter to court, where a judge sided with Palin, saying city law allows the mayor to fire the police chief without cause.

When questioned by the Anchorage Daily News at the time, Palin refused to give details on how Stambaugh had not supported her, saying only: ”You know in your heart when someone is supportive of you.”

According to the nationally-touted comments (read on the Randi Rhodes Show today) in the Washington Independent article from Wasilla resident, Anne Kilkenny:

She [Palin] has bitten the hand of every person who extended theirs to her in help. The City Council person who personally escorted her around town introducing her to voters when she first ran for Wasilla City Council became one of her first targets when she was later elected Mayor. She abruptly fired her loyal City Administrator; even people who didn’t like the guy were stunned by this ruthlessness.

Fear of retribution has kept all of these people from saying anything publicly about her.

The fear has escalated now that Palin is in line to potentially hold the second-highest position in the country.

A blogger told me that he needs to back off the more sensitive Palin information because he's afraid of getting shot by some of the more fanatical, hard-core "Palin-bots." I've been told that when media representatives attempted to speak to several members of Palin's former church, one member wouldn't speak out of fear of his/her life and the other declined out of fear of potential treatment by law enforcement who are also members of the church.

Wow. Can you imagine Sarah Palin with full access to all Departments of the Federal Government? Perhaps G.W. Bush wasn't the worst we could do after all.

There may be some Alaskans who are incensed by the deluge of national media into our state, especially Wasilla. However, I am grateful for their help and I offer my assistance to anyone who needs it. After all, what we are all looking for is change and unless for you that means a power-mad, inexperienced, vindictive former Alaska Governor one step away from the Presidency (and the button), we can use all of the research help we can get.

An Open Letter to Rachel Maddow--Let me help you update your Sarah Palin "Trooper-gate" info

Dear Rachel,

Congratulations on your new MSNBC Show. I cannot wait to see it. Also, I regret so much not getting the chance to see you in Denver. At the time, we were trying to get more passes (we did) for my whole team to go to see Obama at Invesco Field so I had to miss your talk. I still hold out hope that someday I'll meet you in person.

But that's not the point of this letter.

I saw you on Keith Olbermann's "Countdown" and while your analysis of McCain's choice of Sarah Palin was spot-on, you obviously lacked some vital information regarding "Trooper-gate." I'd like to help you there.

I made THIS POST after attending the press conference where Mike Wooten asked the union TO RELEASE HIS RECORDS to the media. In spite of the fact this would reveal any flaws he may have in the matter, he wanted folks to know that their Governor, her family and her friends were spending a whole lot of time trying to get him fired. I also believe that (at the time) with Monegan gone and with the short-lived appointment of Chuck Kopp, he believed his job was not long for this world so what did he have to lose?

I recommend that you look at the documents closely...they are all linked in the post on the Public Safety Employees of Alaska that I linked above. You will read all of the allegations against him. I especially encourage you to read the "email" from Sarah Palin to retired Col Julia Grimes. Try to figure out which cereal box produced Sarah's Communication degree. Then read the interviews she does with the troopers, where they discover that her email was based entirely on the hearsay from her sister (the woman scorned) and Sarah knew NOTHING first-hand.

A couple of corrections to what you said last night:

1) Wooten NEVER physically hurt his wife. When she was asked in the interviews if he hit her, Mary said he did not.

2) The "taser incident"--it was stupid, it was poor judgement, it was irresponsible but having cared for 10-year-old boys before, I could see how it happened. I can imagine that, if the boy indicated that he'd just get someone else to try it on him, Wooten (who was trained on tasers) may decide to do it the safest way possible to show him what it was like. Like I said, stupid and poor judgement but not completely out of the realm of understanding...if you know 10-year-old boys.

BREAKING: McCain Campaign heading to Alaska to investigate

A very reliable source overheard Republican spokesperson McHugh Pierre state TODAY that he had spoken to the McCain Campaign. They are coming to Alaska tomorrow to check out the "Troopergate" investigation.

In other words, THEY DID NOT DO SO PROPERLY AHEAD OF TIME.

So, I wonder what else they may not know...like why Bristol Palin may be holding a blanket over her abdomen in public when she's turned to the side towards the cameras?

Two stories on Halcro's Blog that I've been watching the last several days:

1) You say potato...I say loose ends

Reportedly the Department of Law put acting commissioner John Glass under oath and questioned him yesterday.

So if this really is the excuse the Palin administration is using to explain very questionable behavior, that Branchflower requested it, then the press needs to find out if they questioned the governor and her staff under oath about Monegan's firing.

2) Hush Money?

Yesterday I received an email from a unknown reader who asked if I could put them in touch with the special investigator who was hired to investigate the firing of former Public Safety Commissioner Walt Monegan.

His email stated "I have a bit of information for him that he might find interesting in his investigation. It relates to a payment made to Chuck Kopp by the AG's office."

Halcro's sources were correct and now we know (sorta) why Palin was "questioning" everyone.

Gov. Sarah Palin says a recently discovered conversation recording one of her staffers pressuring the Department of Public Safety to fire a state trooper who went through a bitter divorce with her sister will be turned over to a legislative investigator.

Palin has been under heavy criticism since firing former Department of Public Safety Commissioner Walt Monegan.

In addition, the state paid a $10,000.00 severance package to Monegan's replacement, Chuck Kopp, the former Kenai police chief who resigned under pressure last month, according to Attorney Gen. Talis Colberg. That's in addition to his salary, he said.

So my question-- was the real reason for her internal investigation that she could find out how many folks had heard about the phone calls from her Administration so that she could figure out the best ways to do damage control? I don't believe for a second that she was learning about all of this the first time.

And please, Sarah claims that she didn't tell Frank to do this...except that here's what the recording caught:

Bailey says: "Todd and Sarah are scratching their heads, you know: Why on earth, why is this guy still representing the department, he's a horrible recruiting tool. And from their perspective, everybody's protecting him."

And later: “She (Palin) really likes Walt a lot, but on this issue she feels like it’s, she doesn’t know why there’s absolutely no action for a year … it’s very troubling to her and the family. I can definitely relay that.”

Yup...all on his own...no influence from the Palins at all.

It's getting harder and harder to swallow Palin's assertion that the Wooten issue had nothing to do with Monegan's firing.

Let's also be clear on another issue--Palin's sister has been divorced from Trooper Wooten for a few years now. There can only be a couple of reasons this has continued with the intensity we have seen:

1) The "Heath Clan" wants "hillbilly justice" by crushing the man who cheated on one of their little princesses

2) If he loses his job, it's a good bet he'd lose standing in the custody of his kids.

Either one of those reasons are disgusting and as things have developed, both of those reasons are very plausible. Alaska needs to ask if we are going to accept that kind of abuse of power from our Governor?

Playing "Where's Sean?" with our elusive Lt. Governor

Caught Tuesday on a bad cell phone camera...one of Don Young's primary challengers who didn't show up at the Alaska Women's Caucus Couch Debate on Sunday so he could dish food at the Governor's side in Fairbanks. (And perhaps dodge uncomfortable questions about Parnell campaign leader, Frank Bailey, who Walt Monegan identified as one of the Palin Administration folks who pressured him about Mike Wooten.) (Sorry, I got that information from a normally accurate source. Hat tip for correction to Dennis Zaki.)

Note to the women of the Caucus: next time, book a certain "Wild" chocolate shop for your debate if you want Sean to show up--especially if daughter Grace is still working there!

Former Public Safety Commissioner Walt Monegan is speaking out about the Public Safety Employees Association's executive director's insinuations that Governor Sarah Palin fired Monegan because he refused to fire her former brother-in-law, who is a current state trooper. PSEA represents state troopers, including the Palins' former brother-in-law, Officer Michael Wooten.

While Monegan is not saying he was let go for not firing Wooten, he now says members of Governor Palin's administration, and her husband, first gentleman, Todd Palin, pressured him to fire Wooten.

Outright, the first family unequivocally says there was never any pressure by them, or the governor's staff, for Monegan to fire their former brother-in-law. Governor Palin says, "All I know what the facts are and what the truth is. And the truth is never was there any pressure put on Commissioner Monegan to hire or fire anybody."...

...However, Monegan says aside from an initial face-to-face meeting with first gentleman Palin about Wooten, Monegan says on numerous occasions Palin and powerful administration officials, Administration Department Commissioner Annette Kreitzer, and Boards and Commissions Director Frank Bailey pressured him on the phone to fire Wooten.

Monegan said, "They were persistent. Todd (Palin) talked to me a couple of times. Got calls from Annette Kreitzer as well as Frank Bailey."

An investigation may ensue in the Legislature:

State legislators are talking about hiring a special investigator to dig into the circumstances surrounding Gov. Sarah Palin’s firing of Public Safety Commissioner Walt Monegan.

“That’s the only thing I can think of, if you want to get to the truth and be unbiased,” said Senate President Lyda Green, a Wasilla Republican. “Otherwise, speculation just continues.”

Hmmmm...wonder if Lyda's coming back?

But Monegan says pressure came from those around Palin, including former Palin chief-of-staff Mike Tibbles, Department of Administration Commissioner Annette Kreitzer, and director of boards and commissions Frank Bailey.

Tibbles, who is now the campaign manager for Alaska Sen. Ted Stevens, said Friday he couldn’t comment on whether he spoke to Monegan about Wooten.

Palin spokeswoman Sharon Leighow said Bailey never had such a conversation with Monegan.

Kreitzer could not recall, Leighow said.

Tibbles is Steven's campaign manager. Is Frank Bailey a campaign manager for Sean Parnell? Wonder if they're talking about THAT at TODAY'S picnic?

The conference started out with an abundance of information...they gave us a huge stack-o-papers (about two inches) of all the complaints and investigations having to do with Mike Wooten...released by request of Mike Wooten. I've been reading them in parking lots, parked in the street, all over.

John Cyr also made it clear that this was about Mike Wooten. He was not going to discuss anything to do with Walt Monegan.

I'm not going to delve into all of the mostly "unfounded" (investigated and found to be not true) or "not substantiated" (investigated and can't be proven) charges. The best summary I can give is of the ones that were substantiated. However, a personal note: 1) the Heath Clan has a lot of involvement in this when (in my opinion) they have no business being there. 2) Mike Wooten is not perfect and in some instances is not the sharpest crayon in the box. He also has bad taste in mistresses (yes, there was infidelity involved...surprise! Can't have a woman/family scorned without infidelity!) 3) It seems that the family members may be using that lack-of-sharpness against him.

The charges that were substantiated:

- Molly Heath McCann's son from her previous marriage, Payton, was the "witness" who accused his step-father of drinking while driving. (The other "witnesses" were long time friends of the Heaths, Adrian and Marilyn Lane. Their testimony was rejected by the investigator because of that conflict of interest, but his decision was overthrown by retired Colonel Julia Grimes, who found them credible. It's good to note that Grimes was also the recipient of the email from Palin which had a "between-us-girls-I'm-gonna-make-your-life-difficult" feel.)

Amazingly, no one said anything at the time and this all came up when there was a custody fight.

- Payton was also the 10-year-old boy "dry tasered" by Wooten. To be clear, Wooten was an idiot to do this no matter what. However, his version of the event is that 10-year-old Payton wanted him to do it because he wanted to see what it was like...and that, as someone who trains people in the use of tasers, Wooten knew what he was doing. (He also should have known better.) The boy denied asking him to do it and Molly's version of events is worthy of a movie on the Lifetime Network.

- Sarah Palin's email stated that in Sept. 2003 Wooten illegally shot a cow moose. Wooten admits it and his story was that Molly begged him to come with her so they could "shut her father up" who wouldn't stop giving her a hard time because she hadn't used her tag. When they went out, the only hunting gun they had was his and when he asked her to shoot it, she didn't want to and wanted him to do it. He did, he brought it back where he and Chuck Heath (father-in-law) butchered it. Wooten took it to get it processed and the meat was shared with the Heath family. Two years later, they suddenly remembered it was illegal.

Again, it was stupid...very, very stupid. However, in his defense, many Alaskan married couples who do any kind of fishing or hunting have broken the law. We have because my arthritis makes it impossible to haul in a halibut by myself and my husband helps me...OK, a lot. I know it doesn't make ANY of it right and he has to maintain a higher standard because of his position...but COME ON!

The packet contains 270 pages of documents involved in this investigation. John Cyr explained that it was only partial...he showed us that he couldn't give the whole file to us as he held up two huge white binders. I'm going to try and scan some of it tomorrow...especially the email from pre-Governor Sarah Palin in 2005 to retired Colonel Julia Grimes.

BREAKING: Sarah Palin accused of abuse of power

Innuendo that has been kicking around the internet for days regarding Walt Monegan's firing have finally been made public through official allegations. Per Andrew Halcro's Blog:

Monegan said no, he couldn't cut his budget because his State Troopers were already being stretched to the limit and public safety suffering. He said no, he couldn't cut his budget because fuel costs for planes, boats and patrol vehicles soaring, while crime in rural Alaska was putting more demands on the Troopers transportation system.

But more alarming than any budget battle, Monegan said no to firing a State Trooper who had divorced Governor Palin's sister because the guy was being maliciously hounded by Palin's family.

And not just that; Monegan's firing came after his Colonel had to reprimand the governor's office for meddling in department personnel affairs.

This is real, kids. I've been getting emails and reading comments inferring this for days but have had no proof. Now, there is a press conference at 2:00 PM regarding the allegations of Palin's "ex" brother-in-law, Trooper Mike Wooten:

According to Trooper records, Sarah Palin said that in January and February of 2005, Wooten was drinking while driving. After investigating the complaint, the investigator found that Palin never actually saw what she reported.

In another complaint, Sarah's father said that Wooten made threatening remarks. Again, the investigator found there was no probable way that it could have happened.

In all cases except one, the charges were ruled unfounded after an internal investigation. And the one charge that was valid, Wooten immediately admitted to.

I'm going to the press conference so there will be more to come.
